UPGRADING OF LEAN LANDFILL GAS USING MSWI BOTTOM ASH

Direct utilization (direct = without pretreatment) and direct landfilling of MSWI bottom ash should not be performed, as the fresh ash is thermodynamically unstable, and excessive leaching of several metals, particularly Pb and Cu, may occur. In the context of utilization of bottom ash, many treatment techniques and a few patents are available (Reijnders, 2005; Todorovic & Ecke, 2006a, Crillesen et al., 2006). One option / strategy is treatment with CO2 or with CO2- containing offgas.

The BABIU process, a new procedure for use in the treatment of bottom ash and simultaneous upgrading of biogas / landfill gas, is presented in this paper. The ability of bottom ash to bind CO2 and H2S can be utilized to produce a CH4-rich gas stream from biogas. With the BABIU process, even landfill gas featuring a low CH4 content (lean landfill gas) can be upgraded for subsequent energy recovery. The treatment resulted in a clear reduction of the leachability of Al, Pb, Zn, Cu, Ni and As in bottom ash.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
