The disposal of waste in dumps or poorly operated landfills with no base liner or capturing of emissions is a common practice all over the world, particularly in developing countries. Especially the emerging countries with high economical growth rates face the problem of increasing per capita amounts of waste and growing urbanisation. Landfills are getting closer to residential areas and pose a hazard to the population and other subjects of protection.
In the EU funded project "Management of environmental risks associated with landfills in seismically active regions in the New Independent States of Central Asia" (NISMIST) data of the municipal solid waste landfills of Central Asia are acquired and implemented into a GIS database. The GIS system is the basis for a risk assessment, which is carried out in two steps. Primarily a risk screening is conducted on the base of the GIS data. After the identification of the environmental hot spots a detailed risk assessment for a few selected locations is made. For this purpose several geotechnical, geophysical and environmental site investigation were carried out. The results are also stored in the database, which will support the ongoing risk analysis and in addition will become a comprehensive data pool to support decision makers in Central Asia.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
