A technical review of leachate recirculation

This paper provides a high level review of leachate recirculation schemes at more than 90 sites in the UK, exploring attitudes and practices of both the industry and the regulator. For comparative purposes international literature on leachate recirculation has been reviewed. Operational and environmental issues are assessed, with clogging of injection infrastructure, localised flooding of gas wells, surface breakouts and odours/ gas release being the major concerns. A conceptual framework for the design and evaluation of leachate recirculation schemes has been developed and recommendations made for its adoption as a standard practice.

Leachate recirculation has been in widespread use for a range of purposes since the 1970s. These include:
- Seeding new basal layers to establish methanogenesis
- Managing leachate quality feed to leachate treatment plants
- Leachate flow management (peak flow buffering/ absorptive capacity)
- Accelerating settlement/ increasing airspace
- Stimulate gas generation
- Accelerate stabilisation of organic waste
- Contaminant flushing
- Fire / elevated temperature control
- Dust suppression
There is currently a particular interest in the UK in how it could be used to improve the sustainability of landfill, by accelerating gas production and flushing contaminants. It is, however, essential that the key technical, environmental and operational issues are properly understood for all applications of leachate recirculation and that the objectives for recirculation are clear. The Environment Agency (EA) therefore commissioned a technical review of leachate recirculation including an investigation of current practice and experiences in the UK. A summary of the results (Environment Agency, 2007) are presented in this paper.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
