Considerations and facts with regard to risk analysis within the scope of the explosion protection document in accordance with the ATEX“ (EU Directive 99/92 - Regulation on Industrial Safety) – effects on gas operation in landfills and biogas plants. The 99/92 EU Directive, offers "undreamt-of" possibilities to the employer (usually the operator of a gas plant) to develop and control his own safety standard as regards the construction and operation. There finally exists a de-regulation for the employer which does not depend on socalled "experts" and "official requirements".
This lecture will provide a survey of the EU 99/92 (Regulation on minimum requirement for improving the safety and health protection of workers potentially at risk from explosive atmosperes), the zone division (zoning) and normal operation, because many so-called "experts", plant constructors and authority representatives have not recognised the change in the definition of zone 1 and zone 2 until now and, thus, are not aware of the possibility to distinguish normal operation, servicing, malfunction or start-up and shut-down processes, each with different zone divisions and, therefore, safety measures. For the first time, the owner ("employer") is in the focus of safety-relevant determinations – it is HE who will have to develop an explosion protection document, including a danger and a risk analysis of his plant, and not the authorities or a so-called "expert" / "qualified person". And it is also he who defines normal operation of his plant, which HE "manages" every day. Infolge des Ausbaus der Stromerzeugung aus erneuerbaren Energien ist ein erhöhter Speicherbedarf im Stromverbundnetz notwendig. Hierdurch steigt die Bedeutung von Pumpspeichern als bis auf weiteres einzige Möglichkeit für eine großmaßstäbliche Stromspeicherung.
