PERSPECTIVES OF MBT WASTE USED AS A CAPILLARY BARRIER IN A SANITARY LANDFILL.

The main concern of the planet nowadays is the recent climate change and imminent scarcity of natural resources that may occur due to constant human aggression against the environment. This matter is very alarming because the prospects are not positive and the tendency is for them to worsen due to the uncontrolled global population growth, absence of specific plans and policies to deal with the issue (especially in undeveloped countries) and the apparent indifference of some governments around the world.

A capillary barrier is an alternative technology for the final cover of sanitary landfills that has been studied in recent years with great success on several landfills. Its functionality is based on the retention capacity and unsaturated hydraulic conductivity of the materials used. Even as a more attractive alternative than the traditional use of geosynthetic materials and clay layers in the construction of the final cover system, a large amount of soil is still required for the capillary barrier, giving rise to the need to find appropriate soils and occupying a large volume in the landfill. A more sustainable solution would be to build the capillary barrier using mechanical biological pre-treated waste as construction material. This paper presents the results of laboratory tests and main factors that influence a capillary barrier built with mechanical biological pre-treated waste.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
