GEOTECHNICAL STUDY AND EVALUATION OF THE METHANE RETENTION BY THE TOP COVER OF MURIBECA’S AND AGUAZINHA’S LANDFILLS

The organic matter decomposition in urban solid waste landfills produces gases which may directly affect the environment. Accordingly, landfills must be based on engineering criteria to avoid soil, water resource and atmospheric pollution. The discharge of biogas is a huge atmospheric pollution problem on both a local and global scale, and needs to be mitigated. The local effects of gas emission vary from the bad odor to possible carcinogenic illness in surrounding communities. Globally, the main effect of the gas emission is global warming, which has been a topic of discussion over the last few years, and continues to be discussed throughout the world. Methane (CH4) is one of the biggest contributors to global warming, second only to carbon dioxide (CO2) amongst the greenhouse gases emitted by men.

This project aims to evaluate the efficiency of methane retention by the top layer of cell number 8 at Muribeca’s Landfill (which attends Recife and Jaboatão dos Guararapes) and Aguazinha’s Landfill (which attends Olinda). Both Landfills take place at the metropolitan region of Recife. Flow plate tests were carried through to measure the flow rate of CH4, CO2, O2, H2S e O2 through the top layer and samples of soil were collected to determine grain size, compaction, permeability and Atteberg Limits to relate soil characteristics and field conditions – compaction degree, moisture content, depth of soil layer, material – with the methane retention.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
