PROPOSAL OF A METHODOLOGY FOR ASSESSING THE FINAL STORAGE QUALITY OF A LANDFILL

The long-term emission behaviour and sustainability of landfills is a fundamentally important issue. Although no conventional definition of sustainable landfill has been established, there is general consensus throughout the scientific community that a landfill can be considered sustainable if emissions do not significantly modify the quality of the surrounding environmental compartments: air, water and soil (Hjelmar and Hansen, 2005; Stegmann et al., 2003).

The aim of this paper is to develop a technically feasible and environmentallyfriendly strategy for the long-term management of landfills. The methodology proposed for use in assessing the final storage quality (FSQ) of a landfill is based on reference table values and risk analysis. The paper establishes the most significant and/or common parameters for gaseous, liquid and solid emissions and provides several definitions all linked to the concept of bottom values, those that can be achieved in a landfill through the use of specific technologies or particular combinations of the latter.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
