Landfill behaviour of mineral wastes

Since June 2005 in Germany all wastes with high content of organic carbon have to be pretreated, as only wastes with residual or low content of organic carbon are allowed to be deposited in landfills of non-hazardous waste. Due to this restriction a new type of landfill behaviour will be generated, with mainly mineral input, without landfill gas emissions and no discharge of DOC with the leachate. The investigations of landfills with mineral wastes show that the majority of their leachates contain a very low concentration on ecotoxicological substances and thus accomplish the guideline for effluent treatment by municipal sewage treatment plant. Furthermore they revealed that an unfavourable disposal of charged wastes within the landfill may dramatically increase the pollutant mobilization by the leachate.

As a consequence, wastes with low pollution charge or high adsorption capacity, e.g. substances with oxide or hydroxide surfaces, should be deposited on the bottom of the landfill, and highly charged or leachable wastes on the top. Thus with a conservationand cost-conscious management of mineral waste disposal in landfills the emission of hazardous substances with the leachate may positively influenced and incrustations within the leachate pipelines avoided.
The behaviour of landfills is strongly characterised by the type of waste materials and by the local climatic conditions. For the interaction of a landfill with the environment the construction of the landfill lining plays an important role in the short and middle term. In general, with the increase of the mineral or inert character of the stored wastes the landfill behaviour becomes less hazardous.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
