CHARACTERIZATION OF THE BOTTOM ASH PRODUCED IN A SANITARY WASTE INCINERATION FACILITY AND INFLUENCE OF THE OPERATING CONDITIONS AIMED AT MATERIAL RECOVERY OR SAFE DISPOSAL

Italian legislation, in abidance with EU guidelines, imposes that sanitary and hospital waste must be incinerated before final disposal. Incineration is carried out in specific facilities that are very similar to municipal solid waste (MSW) incinerators with energy recovery and flue gas treatment units, and in which combustion is usually performed in rotary kilns due to the heterogeneity of the feed waste. Combustion residues, in Italy, are disposed of not only in landfills for non hazardous waste but also in landfills for hazardous waste, as a precautionary measure for the handling of sanitary waste residues. Current EU legislation on waste management however, is encouraging different national and regional authorities to modify their regulations and standards in order to favour sustainable recycling of waste streams versus landfill disposal.

This paper presents the results of a sampling and characterization campaign conducted on the bottom ash produced in a sanitary waste incineration facility near Rome. The following parameters: LOI, water content, density, particle size distribution, elemental composition and leaching behaviour were investigated as a function of particle size distribution, in order to assess the reuse potential of this residue stream; correlation of these parameters to plant operating conditions was also examined. The results showed that the heavy metal content generally increased in the finer particles (<2mm) with respect to the coarser ones (>10 mm). The LOI and the leaching behaviour showed instead the middle fractions (> 2mm and <10 mm) to be the most suitable for reuse for specific applications. The only operating parameter that influenced BA characteristics was the decrease of the primary air flow which had the effect of worsening waste combustion, which could be assessed by the increase of the measured loss on ignition of the bottom ash residues.
