MONITORING OF WATER INFILTRATION IN LANDFILL BY A GEOELECTRICAL METHOD

In accordance with the EU regulation it is permitted to infiltrate water into landfill by technical means. The German regulation concerning the infiltration of water ís described in the landfill directive (DepV) from 24th of July 2002. Different investigations – some of them on a long term base - have proven that the content of water within a landfill is highly important for the microbiological degradation processes which diminish on the long run the amount of organic in waste. Since June 2005 domestic landfills had to stop landfilling and had been sealed. As a consequence this will lead to a decrease of water in the landfill and the shift of environmental responsibilities to future generations.

The aim of this work is to investigate by a geoelectric method the water infiltration process and efficiency in a domestic landfill. Of main interest is the water distribution within the landfill in relation to the employed infiltration method. First results from geoelectric measurements demonstrate that a qualitative statement about the performance of lateral water dissipation from infiltration systems can be measured in a simple and economic way. Only a limited statement in vertical direction is possible.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
