MSW TEST CELL FOR ENERGY RECOVERY AT THE MURIBECA LANDFILL

MSW situation in Brazil is not very well developed considering that there are still 4,000 open dump sites in operation. Those sites are responsible for environment pollution and society’s low quality of life. The gas recovery at landfills used as an alternative source of energy, the reduction of gas emission and the commerce of carbon credits sum up aspects that contributes to the MSW management. This mechanism can be used as a strategic start point to eradicate dump sites, promote social inclusion and sustainable solutions to the MSW problem in Brazil.

Landfill gas recovery in municipal solid waste (MSW) landfills is not a very usual practice in Brazil; although new enterprises have been growing in the last few years aiming to make part of the carbon credit business. This paper describes the concept and main characteristics of collection system and gas recovery at an experimental cell of MSW at the Muribeca Landfill. It is also presented the installation phases developed so far, and the geotechnical, environmental and energetic monitoring plans that will be conducted in this site.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
