Urban solid waste management in developing countries has been one of the major problems faced by public administration, and many municipalities have deficient domestic waste collection, poor street cleaning services and their waste disposal in open dumps. The management of urban solid waste is presently a serious problem in the majority of Brazilian municipalities. Although there has been some improvement in the past few years, more than 70% of the municipalities still dispose of their waste in open dumps, with notorious consequences to the environment and public health. In Rio de Janeiro State, only three municipalities have sanitary landfills licensed by the Environment State Agency.
This paper discusses a successful experiment and the main steps taken during the last eight years, which made possible to Piraí, a small town with 24,000 inhabitants, reach an environmentally sound and cost-effective management system for its solid waste with the participation of Rio de Janeiro State University to provide the necessary technical support. A sanitary landfill was constructed as the cornerstone of the system. The municipality renewed part of the collection fleet, reorganised the collection routes and improved the street cleaning system. A survey, whose structure was developed by the university, was applied among the population and resulted in learning about the main complaints of the inhabitants about urban waste management. One focus in the paper concerns the ongoing concern of the municipality to keep improving the management system of solid waste despite the change in mayors over the past eight years.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
