SOLID WASTE MANAGEMENT ON BRAZILIAN CONSTRUCTION SITES

In recent years, Brazilian civil construction and the real estate construction sub-sector, particularly, have faced challenges to find top-level quality and productivity within a process of upgrade and change in traditional practices. However, numerous shortages can be found at every stage of the building production process. Included in these shortages is the management of a large quantity of waste products, causing serious urban problems arising from the scarcity of disposal areas, from public sanitation problems and environmental contamination.

The strong environmental appeal and requirements of specific laws, such as CONAMA Resolution no. 307 dated 5 July 2002, have been arousing further corporate consciousness toward environmental management and proper disposal of construction waste. Although at an early stage, the builders and public sector are beginning to take actions to reduce the environmental impact caused by construction activities. The purpose of this paper was to investigate the implantation and monitoring of environmental management of waste from building sites in the cities of São Paulo and Recife, where a comparative analysis was done from these experiences. The methodology adopted consisted of drawing up and applying a questionnaire, considering the description of the construction firm and works, jobsite design, planning, equipment, stages to implement waste management and photographs. The results show a 25-47% reduction in waste transport costs, further organisation of the jobsite and law abidance.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
