MANAGEMENT OF OPTIONS FOR SUSTAINABLE WASTE MANAGEMENT IN SWITZERLAND

Past and current waste management in Switzerland has been strongly affected by the guidelines on Swiss waste management published in 1986 (FOEN, 1986). These guidelines were further specified in the waste concept for Switzerland in 1992 (FOEN, 1992). Waste management was therein already understood as being embedded in the nationwide economy and the popular waste hierarchy was propagated as guidance for political interventions. After the major direct ecological problems caused by waste management have been mastered, the optimization of the entire system in terms of sustainable development has become the current challenge. However, it has not been clarified what sustainable waste management really means and how it can be achieved. Against this background, the project, "management of options for sustainable waste management in Switzerland (OMNA)," was defined, and is presented in this paper. First, we focus on the procedure and results of the first part, "structuring for complex transitions," aiming at identifying strategic priorities for the transition toward sustainable waste management based upon a specifically developed, structured knowledge integration procedure among 34 leading waste management experts.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
