PROCESS WATER MANAGEMENT FOR MECHANICAL BIOLOGICAL WASTE TREATMENT PLANTS

Unlike the output streams of treated waste and gaseous emissions of Mechanical-Biological- Waste-Treatment-Installations (MBT), process waters with high loads have so far found but little attention among experts (Ibrahim, 1998, Loll, 2002, Böning, 2002, Schalk, 2004, Wagner, 2004). For MBT with exclusively aerobic biological treatment, this was certainly acceptable in the past, since in these installations great water amounts were discharged with the exhaust gas due to the high air change rates, though the freshwater requirement is therefore remarkable (Fricke, 1998, Böning, 2002). The operational experiences on both aerobic and anaerobic MBT gained by now make it more and more obvious that a controlled water management would substantially exonerate the MBT running costs and also would enhance the resource recovery of the organic and inorganic fraction. On the example of the MBT Gescher is determined the quantity and composition of process waters and leachates from intensive and subsequent rotting, pressing water from anaerobic digestion as well as scrubber water from acid exhaust air treatment, and hence prepared the MBT water balance. Moreover, the potentials, requirements and limits of internal process water reuse as well as the possibilities of resource recovery from scrubbingwater are examined. Finally is presented an assimilated process water management concept with the purpose of an extensive reduction of wastewater quantity and freshwater demand.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
