Landfill science research needs: after the EU landfill directive

Implementation of the EU Landfill Directive will change the nature of landfilled wastes, for example by requiring the treatment of biodegradable wastes prior to landfill. This will have major implications on the mechanical and flow properties of landfilled wastes, in particular their degradation and settlement rates, gas potential and mechanical stability. This paper outlines some of the research required to address these issues. (Session A4: Impact of EU regulation)

The EU Landfill Directive (European Council, 1999) aims both (a) to reduce the amount of waste going to landfill and (b) to establish consistent engineered controls to prevent landfilled wastes from causing harm to the environment. With implementation of the Directive now well under way, it might be thought that landfills, and the need for landfill science and engineering research, are things of the past. However, this is not the case. Not only is there a legacy of landfills containing historic wastes that will have to be managed to completion, but also landfill will continue to play an important role in a balanced waste management strategy for some considerable time to come. Furthermore, the mechanical properties of the wastes that we landfill are likely to change significantly. This paper outlines two major research programmes currently underway at the University of Southampton, addressing the issues of landfill management to completion and waste mechanics.

Like all public international law treaties, the Paris Climate Accords rely on national law for their implementation. The success of the agreement therefore depends, to a large extent, on the stepstaken or not taken by national governments and legislators as well as on the instruments and mechanisms chosen for this task. Against this background, the present article compares different approaches to the implementation of the Paris Agreement, using court decisions as a means to assess their (legal) effectiveness.
